Glad you got it worked out m8. If you want to crowbar every bit of FPS out of your machine then cleaning windows will be your next best bet. The BEST way to do that is just to reformat and re-install windows from scratch. If that is not an option then there are a lot of things you can do to keep windows running smoother. EvE runs my CPU at 100% for EvE as well, I have no idea why though. I'm pretty sure that EvE just revs your CPU for some unknown reason. EvE may be more CPU intensive than most games but it still requires more juice than a 9500gt can give it. Once you upgrade the GPU then the CPU will be the bottleneck. Most 450-550 watt Power Supplies(PSU) will run modern cards without too much problem. It looks to me like your current bottleneck is your GPU(video card). Most games rely more on your GPU than they do your CPU so upgrading your MOBO(mother board) and CPU would be a bit a a waste. In fact at Tom's Hardware (a great computer site) researched that having a high end processor does not really help the FPS of most games. If the graphics slot on your MOBO is an old AGP slot then it is definitely time to upgrade the MOBO and CPU. If your MOBO has a PCI Express slot then I recommend just getting a new GPU.
