Re: The killing of Iceman1924 in KBP7L-S (0.0)

A series of events has taken place since the unfortunate killing of Iceman1924 in the 0.0 (null security) system of KBP7L-S. A system which sovereignty is held by Severence who is allied to the Amarr Militia.

In this incident, Iceman1924 was killed in a warp bubble fielded by the Minmatar Militia in an operation joined by multiple Militia corporations in their effort to destroy Amarr allied and other targets of interest in the system.

ROSS does not take sole responsibility for this multi-corporation incident, however deeply regrets any role in the killing of a person is an old friend to some of us. ROSS members did not any of the damage dealt but did appear on the killmail as Iceman did not show as blue to the corporation.

When CyberDyne was originally created, we had agreed to set a mutual blue standing between ROSS and CyberDyne. It had taken place in ROSS with the expectation that there would be confirmation by CyberDyne that they had also set ROSS to blue standing. We did not receive this confirmation (perhaps lost in the early stages of the formation of CyberDyne) and reset our standings towards CyberDyne to neutral, which is why Iceman did not appear blue to us.

Appearing blue to ROSS would not have prevented the Iceman killing in 0.0 (null security systems). There were 15 pilots from 6 corporations (5 other than ROSS) that participated in the incident. Of this, 3 ROSS members appeared on the killmail doing ZERO damage. First, ROSS does not have final control over the attitudes of other corporations towards killing neutrals and their pods. ROSS was not commanding this fleet either. Second, if the request had gone out to ‘cease fire’ after realizing it was an old friend, the ship exploded too quickly and activated module momentum was already on the pod.

Also, in any of our own fleets on the other engagements we carry out, we still could not insure a person’s safety from other corporations who are run by a different set of rules outside of ROSS.

Our policy on setting corporations to blue standings is reviewed on a case by case basis based on strategic importance and inter-corporation involvement (ie fleet operations, starbases, intelligence, and other things).

ROSS and CIA rarely come into contact with each other. Our rules of engagement prevent us from engaging neutrals provided they are not a threat in the warzone systems. In null security systems, our rule is law and all targets are on the table unless they are set to blue for the above mentioned reasons. CIA is not a significant threat or advantage which would require us to make a Security Council vote on setting a red or blue standing.

It is our understanding that Iceman was ratting in Severence Sovereign system KBP7L-S. KBP7L-S is a very hot system for multiple major factions and alliances (Severence, CVA, SF, Militia forces and many others). It is advisable that all who are not fleeted with us, or friends in direct communication with us, to stay out of KBP7L-S and adjacent systems! If CIA members wish to rat in 0.0 systems, it may be possible to join us in our 0.0 ratting operations.

Lastly, is the issue of the ROSS-S wardec believed to be a response to the killing of Iceman1924. It is our intention to vet out the parties responsible for hiring these mercenaries to target the soft underbelly of ROSS. We believe, due to a series of events and intel, that it is a response to the Iceman killing, though perhaps not condoned by Iceman or CyberDyne Industrial Agency.

We believe it is the result of opponents who have been informed of the incident and taken it upon themselves to use this unfortunate incident as an excuse to do a cowardly act that they themselves do not have the fortitude to do out of fear of our military might. It may be their intention to use CIA as their fall guy to hide who they are. These merc forces are of little consequence to us and are being dealt with. It is our suggestion that it is in the best interests of CIA to review the individuals who this incident has been leaked to and plug that hole promptly.

ROSS has no intention of wardecing a peaceful industrial corporation, especially where many friends reside. As the top corporation in the entire militia, we take no pride in killing friends nor ships that do not offer us an exceptional challenge. However, if treachery exists, all options are on the table.

It will be of great interest to all CIA members and the CIA CEO that ROSS has no intention of wardecing CIA nor targeting any of their members who are neutral as a result of these events. We also believe a mutual blue standing is not necessary at this time as we make it our policy not to engage neutrals, provided they are not in 0.0 systems and not moving into attack formation on (or targeting) our members in the Factional Warzone systems. CIA as an industrial corporation has nothing to fear from our fighters.
